Voluntary Product Accessibility Template™

Version 1.2

The purpose of the Voluntary Product Accessibility Template, or VPAT™, is to assist Federal contracting officials and other buyers in making preliminary assessments regarding the availability of commercial "Electronic and Information Technology" products and services with features that support accessibility. It is assumed and recommended that offerers will provide additional contact information to facilitate more detailed inquiries.

The first table of the Template provides a summary view of the section 508 Standards. The subsequent tables provide more detailed views of each subsection. There are three columns in each table. Column one of the Summary Table describes the subsections of subparts B and C of the Standards. The second column describes the supporting features of the product or refers you to the corresponding detailed table, "e.g., equivalent facilitation." The third column contains any additional remarks and explanations regarding the product. In the subsequent tables, the first column contains the lettered paragraphs of the subsections. The second column describes the supporting features of the product with regard to that paragraph. The third column contains any additional remarks and explanations regarding the product.

Section 1194.21 Software Applications and Operating Systems – Detail

(a) When software is designed to run on a system that has a keyboard, product functions shall be executable from a keyboard where the function itself or the result of performing a function can be discerned textually.

The Surveyor’s web-based questionnaires supply keyboard/mouse information for use by assistive technology.

The Surveyor development environment requires use of both keyboard and mouse.

When used, slider selection from a visual scale simultaneously provides a text input field for the value, so that we do not have to recommend not using sliders as means of data entry. Please see the Web-based Internet Information and Applications section for more on the web-based questionnaires created by The Surveyor.

(b) Applications shall not disrupt or disable activated features of other products that are identified as accessibility features, where those features are developed and documented according to industry standards. Applications also shall not disrupt or disable activated features of any operating system that are identified as accessibility features where the application programming interface for those accessibility features has been documented by the manufacturer of the operating system and is available to the product developer.

(c) A well-defined on-screen indication of the current focus shall be provided that moves among interactive interface elements as the input focus changes. The focus shall be programmatically exposed so that Assistive Technology can track focus and focus changes.

The Surveyor’s web-based questionnaires supply web page information for use by assistive technology to display current focus.

In The Surveyor’s development environment, indication of current focus is determined by the FileMaker product, which provides focus information.

(d) Sufficient information about a user interface element including the identity, operation, and state of the element shall be available to Assistive Technology. When an image represents a program element, the information conveyed by the image must also be available in text.

Section 1194.22 Web-based Internet information and applications – Detail

The method used by questionnaires created with The Surveyor is to put all repetitive information as the last part of the page, thereby eliminating the need for a skip link. The 'most often repeated' elements being at the bottom-most of the page, thereby eliminating the need for any repetitive links skipping. No web page content follows the repetitive links.

(p) When a timed response is required, the user shall be alerted and given sufficient time to indicate more time is required.

Supported, with one caveat: web page timeouts are required for security of confidential data showing in the web browser/reader.

This applies to all questionnaire users to ensure security of their responses, which may contain confidential data, irrespective of their abilities. The Surveyor automatically alerts the user after the expiry has occurred. To help people with disabilities, the alert page contains information about the expiry period set by the developer of the questionnaire in a manner that can be used by assistive technology. The introduction to the questionnaire can contain any information that the questionnaire developer would like to convey to the respondent, including information about the timeout. This page has to be viewed before the responent can continue. The period for both the questionnaire web administrator and the respondent can be set by the developer of the questionnaire, before it is deployed. It is a simple matter to change the timeout of a deployed questionnaire, should this become necessary.

Section 1194.23 Telecommunications Products – Detail

(a) Telecommunications products or systems which provide a function allowing voice communication and which do not themselves provide a TTY functionality shall provide a standard non-acoustic connection point for TTYs. The Surveyor development environment is not designed for those who require assistive technology, but FileMaker, upon which The Surveyor is built, does provide for multiple screen magnifications. People who are blind or have significant visual impairment will not be able to use the development environment of The Surveyor. Those with minor visual impairment will find the magnification function helpful.

(b) End-users shall have access to a description of the accessibility and compatibility features of products in alternate formats or alternate methods upon request, at no additional charge.
